Clara Swinson
Biography
As Second Permanent Secretary at the Ministry of Justice, Clara provides system leadership across the Criminal Justice System.
Prior to this, Clara spent 18 months as Second Permanent Secretary at the Cabinet Office, where she led the Domestic and Economic Pillar and provided critical advice to the Prime Minister and Cabinet Office Ministers, covering Mission delivery, the Plan for Change, and Cabinet and collective agreement across all domestic and economic policy.
Before that, Clara served for nearly a decade as Director General for Global and Public Health at the Department of Health and Social Care, where her work in this department included the coronavirus response and extensive social care programmes.
